World Cup 2026 Rules Explained

A plain-language guide to the tournament format, knockout rules, VAR, cards, and offside.

1How many teams are in World Cup 2026?

The FIFA World Cup 2026 will mark a historic expansion in the tournament's format, increasing the number of participating national teams from 32 to 48. This expansion allows more nations from across the globe to compete on the biggest stage. The 48 teams will be split into 12 groups of four teams each. This new structure guarantees that more regions (including Asia, Africa, and North America) receive more qualifying slots, raising the competitive stakes and introducing fans to emerging footballing nations.

2How does the group stage work?

In the group stage, the 12 groups of four teams play in a round-robin format, where each team plays three matches against its group opponents. Teams earn three points for a win, one point for a draw, and zero points for a loss. The top two teams from each group automatically qualify for the knockout rounds. Additionally, the eight best third-placed teams across all groups will also advance to the knockout stage. This makes every goal and point count until the final whistle of the group stage matches.

3How does the knockout stage work?

Unlike the group stage, the knockout stage is a single-elimination tournament. It begins with the newly introduced Round of 32, followed by the Round of 16, Quarter-finals, Semi-finals, and the Final match. If a team loses in the knockout stage, they are immediately eliminated from the tournament. Winners progress to the next round. This format creates high-drama, high-stakes matches where tactical execution and composure are tested to the absolute limit.

4What happens if a match is tied?

If a group stage match ends with equal goals after 90 minutes of regulation play, it is recorded as a draw, and both teams are awarded one point. However, in the knockout stages, there must be a winner. If the score is tied after 90 minutes, the match proceeds to 30 minutes of extra time. If the teams are still level after extra time, a penalty shootout will determine who advances to the next round.

5What is extra time?

Extra time is played only in knockout matches if the score is tied at the end of the regular 90 minutes of play. It consists of two halves of 15 minutes each, totaling 30 minutes. Unlike historical rules such as the 'golden goal' (where the first team to score wins), the entire 30 minutes of extra time must be played in full, regardless of how many goals are scored. This tests the physical endurance of players who must play for up to 120 minutes.

6What is a penalty shootout?

If a knockout match remains tied after extra time, a penalty shootout is used to break the tie. Each team takes turns taking five penalty kicks from the penalty spot against the opposing goalkeeper. The team with the most successful goals after five rounds wins. If the score is tied after five kicks each, the shootout enters 'sudden death' rounds, where teams continue taking kicks one by one until one team scores and the other misses.

7What is VAR (Video Assistant Referee)?

VAR, or Video Assistant Referee, helps the referee review clear and important mistakes. It is used for goals, penalty decisions, direct red cards, and cases where the wrong player may have been identified. The referee still makes the final decision on the field.

8What are yellow cards and red cards?

Referees use cards to penalize fouls and unsporting behavior. A yellow card acts as a formal warning for reckless tackles, dissent, or time-wasting. Receiving two yellow cards in a single match results in an automatic red card. A red card is shown directly for serious foul play, violent conduct, or deliberately denying a clear goalscoring opportunity. A player shown a red card is immediately ejected from the field and cannot be replaced, leaving their team to play with one less player.

9What is the offside rule?

A player is caught in an offside position if they are in the opponent's half of the field and are closer to the opponent's goal line than both the ball and the second-to-last defender (usually the last outfield defender) at the moment the ball is passed to them. Being in an offside position is not an offense on its own; it is only penalized if the player becomes actively involved in the play by receiving the ball or interfering with an opponent. If flagged offside, an indirect free kick is awarded to the opposing team.
